1 district 1 factory policy to cost $1billion - Kwaku Kwarteng

The NPP flagbearer, Nana Akufo Addo, has promised to build a factory in every district should he be elected as president in the November elections.

Party sources say the factories will largely be agro-processing factories.

Speaking on Business Television over the weekend, Kwarteng, who also serve on the party's campaign committee on trade and industry, dismissed suggestions that the project is not feasible.

Kwarteng highlighted the need for commitment to make the policy feasible.

"If this government was committed to a district industrialisation policy, less than a third of that oil money could finance such a project," the B&FT newspaper quoted him saying.

"For, instance in Obuasi, it is mining and there is a huge deposit of mine waste that elsewhere can be processed into building materials.

"We saying that an NPP administration will look at every district and together with the district assemblies identify that which traditionally has been surviving that district and then we will find a way of industrialising that economic activity."

Kwarteng said the 1 factory, 1 district policy is the best way of reducing unemployment but admitted it will not completely solve the unemployment situation in the country.

“There is a growing unemployment in the country and this will be the best way of solving unemployment in the country.

“People are looking for jobs but they are not getting. How do you bring work? The only way you can provide job opportunities is to create a situation where you add value to your raw materials by processing it. When you do this you create an economic activity that will produce goods you can export with higher prices and generate employment for the people

“This will not just solve unemployment but will also correct rural-urban migration. People travel to Accra and Kumasi because they think they can find work there when actually they are not in existent. So you need to develop strategy that will not only reduce unemployment but will also reduce the motivation of people moving to big cities," he said.
