Authorities at the center say the restructuring is due to improve the poor ventilation and unsafe working condition(s) at the clinic.

A letter dated February 29, 2016 and signed by the head of the clinic, Dr Edith Dogbe, said the centre was to be closed down Monday March 7, 2016.

The letter said, "In order to avert any unpleasant incident caused by the heat, the management, in consultation with unit heads, have decided to close down the facility from Monday 7 March 2016 unless there is significant improvement in the working environment before this date."
