Grant autonomy to the public procurement authority - MP tells government

The Public Procurement act is responsible for the procurement; stipulate tendering procedures and provide for purposes connected with these.

Member of Parliament for Obuase West and member of the finance committee in parliament, Kweku Kwarteng says government must begin to consider granting the Public Procurement Authority autonomy.

Speaking on Accra based Joy FM Mr. Kwarteng said that political parties "lack the political will to enforce the procurement provision" hence the need for the authority to be granted autonomy.

According to him most people who won government contracts did so because they may have previously financed the campaign of the party in power "therefore you need to find a way of going round the public procurement act cleverly”.

He opined that “so long as the man who sits at the top of the Public Procurement Authority, is appointed by the president I don't see how they will refuse or sanction a procurement process”.

“The Public Procurement Authority in my view is too weak, they enjoy no immunity what so ever and politicians have a strong motivation to do sole sourcing; … until we make important reforms in these areas we are going to have problems,” he added.

The minority leader in parliament Mr. Osei-Kyei Mensah Bonsu revealed that over 80% of government contracts within the NDC are sole sourced after the Public Procurement Act was brought to parliament for review.

He explained that if the Chief Executive of the Authority enjoyed immunity then he will be able to take decisions to favour the country at large.
