The stakeholders are Parliament, Ghana Immigration Service and the Ghana Police Service.

Some citizens of Liberia fled their home during the first Liberian Civil War (1989-2003) to Ghana. After some time, just when the citizens were forgetting the first war, the Second Liberian Civil War also started(1999–2003).
