Mandatory towing levy robbery - NPP man

Abronye DC said the levy would only bring hardship on the Ghanaian citizenry, particularly vehicle owners

Brong Ahafo Regional Youth Organiser of NPP, Kwame Baffoe Abronye

He said the levy would only bring hardship on the Ghanaian citizenry, particularly vehicle owners.

The National Road Safety Commission (NRSC) introduced the service in order to rid the country’s roads of broken down vehicles that are abandoned on the roads which advocates say accounts for a large proposition of road accidents.

As part of the law, vehicle owners will pay compulsory annual fees, tied to the acquisition of road worthy certificate, to cater for towing services.

The law which was to take effect July 1, 2017, was suspended to enable the Transport Ministry to hold stakeholders engagements, following the massive public disapproval it received.

Speaking on Accra-based Okay FM in reaction to government's decision of scrapping the levy, Abronye DC said the government was a listening government and that it would not engage in policies that many Ghanaians have expressed concerns about.

He, however, threatened to quit the NPP if the policy is implemented. He said "the government does not want us to leave the party".

Following extensive consultations between the Transport Ministry and stakeholders in the transport sector, the government has decided not to implement the mandatory towing levy.

Government said it had decided to seek a review of parts of Legislative Instrument (L.I.) 2180 (Road Traffic Regulations, 2012).

In a statement signed by the Minister of Transport, Mr Kwaku Ofori Asiamah, it said the review would seek to remove from the law specifically the concept of mandatory towing levy on all owners and persons in charge of motor vehicles and trailers and also limit the role of the government in the provision of towing services for only licensing and regulating service providers.

In 2012, Parliament passed L.I. 2180.
