The defensive midfielder played against the Blues in the Checkatrade Trophy last month and Stamford Bridge chiefs have apparently launched a £2m raid to lure him to SW6.
The holding midfielder's father, Kwame Ampadu, is an under-18s academy coach at the Emirates Stadium, and he made his senior debut for Exeter against Brentford at the age of 15 years and 331 days.
Ampadu, who can also play at centre-back, has made nine appearances in all competitions for Exeter this season including in a 3-2 win over Chelsea's under-23s in the EFL Trophy, where he first came to the Blues' attention.
He has represented both England and Wales at youth level, most recently turning out for the latter's under-19s side. Indeed, earlier in November he picked up Wales' Young Player of the Year award, per BBC Sport.
