IMANI forged documents to make NCA look bad- NCA Panel

In a press briefing organized Thursday morning to clarifying the issue, Head of the Technical Evaluation Panel that Eric Appiah challenged the authenticity of the document being peddled around by IMANI Ghana.

 

In a press briefing organized  Thursday morning to clarifying the issue, The National Communications Authority categorically denied assertions by IMANI Ghana that  the evaluation process for the bid for switching, routing and operation of an Interconnect Clearing House to Afriwave was fraudulent.

The head of the  Technical Evaluations Panel maintained  that the source of IMANI's document is questionable given that no member of the Technical Evaluation Panel could have  leaked it to IMANI Ghana.

According to him, no member of the committee had access to the document, and therefore could not have leaked it.

“Not only is IMANI Ghana’s document is false, its source cannot be verified. The content are also questionable. No one on the panel could have leaked the document, first of all, because every member of the panel was made to sign a non- disclosure agreement.”

The head of the panel also disclosed that none of the panel members had access to the final document.

“All the panel did was to give their expertise on the matter, sign off and then hand it over to the NCA Board. There is no longer any interaction with the panel at that point, and no document is exchanged from the board to any member of the panel. So the document, which IMANI Ghana is wielding around, which has remarks for the Board Chairman the signature of the board could have come from the panel.”

IMANI Ghana, on Tuesday, charged the NCA for fraudulently awarding the license to Afriwave to operate the interconect Clearinghouse.

According to IMANI the Technical Evaluation Board awarded fake marks to Afriwave Telecom Ghana Limited in order for it to emerge winner of the license at the expense of seven other companies in the bid.

IMANI also asserted that the NCA, in its bid to award the contract to Afriwave Telecom Ghana Limited, awarded them higher marks than attainable in some of the criteria.

But Mr. Eric Appiah refuted those allegations. He said, although there were errors noticed at some point in the document, it had  nothing to do with the rating of Afriwave’s performance.

“ That again is utter falsehood. We do not know what document IMANI has, and where they got it from, but it certainly isn’t the evaluation we did. There were petty errors in our document before the final edit, but it had nothing to do with the Afriwave’s rating.”

The Press Conference was organized  attended by majority of the evaluation  panel of the National Communications Authority, the Executive Director of the Authority Willaim Tevie and members of the legal team.
