However the auditors discovered that the contract was awarded to Hascale Limited and Mahasa Limited who did not participate in the process at all.
The report also revealed happenings in the hospital which “indicates management’s special interest in the transactions.”

It warned the behaviour of the management could result in the payment of judgment debts should any of the bid winners decide to take legal action.
On hindsight, the report recommended sanctions under section 92 of the procurement law which prescribes up to five years imprisonment to be meted out to the management.
