This is the job of Normalization Committee as specified in FIFA Status

FIFA after a meeting with the government of Ghana has agreed to set up a Normalization Committee to help bring Ghana football to normalcy.

Government of Ghana placed an injunction on football activities in the country after an undercover investigation by multiple award winning journalist, Anas Aremeyaw Anas dubbed ‘Number 12’ unravelled rots in the beautiful game.

FIFA whose status frowns on direct government interference into the activities of football issued a threat to ban Ghana from international competitions should the case to dissolve the GFA remain in the law court.

Ghana government sent a delegation to FIFA and agreed to remove the case from the law court after a deliberation to pave way for the establishment of a Normalization Committee.

A Normalization Committee is always set by FIFA to bring football back to normalcy after any attempt by government to dissolve a member association or if there is loss of trust in the highest decision making body running football.

These are the duties of a Normalization Committee:

I. The committee will be in charge of running the daily affairs of the Ghana Football Association (GFA).

ii. Review the GFA’s statutes.

iii. Identify the legitimate delegates of the Ghana Football Association’s congress.

iv. Organise and conduct elections for a new GFA executive committee.

The normalisation committee will be composed of an adequate number of members to be identified by a joint FIFA/CAF mission, which will take place soon.

All members of the normalisation committee must pass an eligibility check to be carried out by the FIFA Review Committee. The normalisation committee will act as an electoral committee and none of its members will be eligible for any of the open positions in the elections.
