<a id="927bc579-5bca-3b6b-a4f0-b53112545352" href="https://www.businessinsider.com/category/lyft?utm_source=intl&amp;utm_medium=ingest"> Lyft </a> has officially filed paperwork with the top US stock market regulator to go public, the ride-hailing giant <a id="225d4319-a45b-3490-a18c-8df8949b8e16" href="https://www.prnewswire.com/news-releases/lyft-announces-confidential-submission-of-draft-registration-statement-for-proposed-initial-public-offering-300761224.html"> announced Thursday morning. </a>

The confidential draft registration statement, submitted to the Securities and Exchange Commission, is the first step to an initial public offering, or IPO, for Lyft.

It's a big step in what's largely considered to be a race to go public between Lyft and its much larger rival Uber. The latter is also considering an IPO next year, but has been coy about the timing of its float.

Lyft did not elaborate on pricing, number of shares, or targeted valuation. Those specifics will come after the SEC completes its review. The actual offering will likely come in early 2019. The company was most recently valued at $15 billion, and a public offering could boost that number.

A Lyft spokesperson did not immediately respond to a request for comment from Business Insider.

The company <a id="791bd458-c3e2-3fc8-abdc-5c158bf36825" href="https://www.businessinsider.com/lyft-reportedly-taps-wall-street-banks-for-an-ipo-2018-10?utm_source=intl&amp;utm_medium=ingest"> began lining up banks as recently as October </a> , with Credit Suisse assisting with the deal. Other firms reported to be involved are JPMorgan and Jefferies.

Not content with its roughly 35% market share in the US, Lyft has also been branching beyond traditional ride-hailing as it seeks further growth. Last week, it's <a id="21d5613c-53ae-3c5c-a1da-051165ce9c26" href="https://www.businessinsider.com/lyft-motivate-acquisition-bikes-citi-bike-ford-gobike-2018-7?utm_source=intl&amp;utm_medium=ingest"> acquisition of Motivate, the country's largest bike share operator </a> , officially closed. The purchase adds bikes and scooters in most major cities to its arsenal, <a id="7b2aee30-1fd2-3f61-a206-e72886af57ee" href="https://blog.lyft.com/posts/lyft-to-acquire-us-bikeshare-leader"> now known as Lyft Bikes. </a>

<a id="9b517c89-81f6-32b0-a6dc-c05d39c31052" href="https://www.businessinsider.com/category/uber?utm_source=intl&amp;utm_medium=ingest"> Uber </a> , still far-and-away the largest ride-hailing company in the world, is also working towards an IPO next year. It's potential valuation could easily overshadow Lyft's offering, <a id="a3530e2a-a21a-39b8-a56f-7d841e4167c6" href="http://businessinsider.com/uber-could-be-valued-at-120-billion-in-ipo-2018-10?utm_source=intl&amp;utm_medium=ingest"> with a reported target of $120 billion. </a>

Unlike Lyft, Uber has self-reported quarterly financials. Most recently, those numbers showed slowing growth and widening losses for the company.

Lyft officially files paperwork for an IPO

Portuguese President Marcelo Rebelo de Sousa enthusiastically greeted Chinese President Xi Jinping during a visit on Tuesday, but in doing so let a bunch of drool escape his mouth.

Xi visited to promote China-European Union ties, at a time where the EU has increasingly started to scrutinize Chinese investments as potentially coercive, or designed to further the Chinese Communist Party's strategic goals.

Xi's One Belt One Road initiative, which seeks to take on massive infrastructure projects across Asia, Africa, and Europe, has found favor in Portugal. where the pair discussed potential development and investment.

Neither de Sousa or Xi remarked on the ongoing trade war with the US during their remarks after de Sousa welcomed Xi to Lisbon.

But this is a post about de Sousa drooling heavily after shaking hands with Xi, which was caught on camera.

China often talks up Xi as a massively important and respected figure, but Chinese media doesn't seem to have mentioned the drooling.

Portugal's president heavily drooled upon meeting Chinese President Xi Jinping

French President Emmanuel Macron stood at the Arc de Triomphe last month and <a id="199f98cb-d99b-351b-aad3-bed50801de53" href="https://www.businessinsider.com/r-with-trump-sitting-nearby-macron-calls-nationalism-a-betrayal-2018-11?utm_source=intl&amp;utm_medium=ingest"> rebuked President Donald Trump's "America First" policy </a> at a ceremony marking the 100th anniversary of the end of World War I.

It was a move that, by all accounts, infuriated Trump.

Trump went home from Paris being roundly mocked for the wide perception that he had <a id="f83b1b33-ebf6-3335-ae61-5fde1ec7a013" href="https://www.businessinsider.com/trump-canceled-his-trip-to-the-world-war-i-memorial-because-of-rain-2018-11?utm_source=intl&amp;utm_medium=ingest"> let rainfall keep him from honoring fallen soldiers </a> , and fumed at Macron on Twitter.

But three weeks later <a id="e2b1d7b8-9656-39b6-af7f-e5c3c0f827f3" href="https://www.businessinsider.com/paris-riots-photos-yellow-vest-protests-2018-12?utm_source=intl&amp;utm_medium=ingest"> protestors stormed the Arc in central Paris </a> in a massive, violent riot that saw the monument defaced with slogans calling for Macron's resignation and leaving the statue of Marianne, the symbol of France's revolution, with its face smashed in.

"Patriotism is the exact opposite of nationalism. Nationalism is a betrayal of patriotism. By saying our interests first, who cares about the others, we erase what a nation holds dearest, what gives it life, what makes it great and what is essential: Its moral values," Macron said on November 11.

His remarks were widely seen as a slap in the face to Trump. But they fell on deaf ears, even among his own countrymen.

France's lower and middle classes in the intervening weeks launched a massive mobilization that saw 36,000 marching in colors in the street.

The French who felt unseen, who felt Macron had not put their interests first, dawned high-visibility yellow vests to protest their president's raising taxes on diesel fuel, a move designed to make the country's economy more green.

While Macron may have sought to improve the lot of all French people by building a green economy that could attract morally sound investments from around the world, the tax increase immediately hurt the suburban and rural working class. In return, it provides only theoretical, roundabout path towards their long-term gain.

Macron's high-minded rhetoric fell flat among these workers, and, after the destruction at the Arc, Macron made the first major reversal of his presidency and <a id="3f92c35d-6d2c-3695-aa1a-5212750a010a" href="https://www.businessinsider.com/yellow-vest-riots-macron-des-gilets-jaunes-philippe-to-freeze-diesel-tax-report-2018-12?utm_source=intl&amp;utm_medium=ingest"> called off the increase in tax </a> , beaten by protests he had initially dismissed.

But Macron's U-turn wasn't enough, and <a id="41c8e0f9-17a0-3865-aa63-8f10c168d3ef" href="https://www.businessinsider.com/who-are-the-yellow-vests-gilets-jaunes-protesting-riot-france-macron-2018-12?utm_source=intl&amp;utm_medium=ingest"> the Yellow Vests </a> , as they've come to be known, have planned more protests for the coming weekend.

Any working theory of international relations understands that nations and actors put their own interests first.

Whereas Trump proudly trumpets "America First," Macron essentially said he's more interested in signalling his country's moral values than advancing the interests of his citizenry.

Today Macron's approval rating stands around <a id="2e264246-9649-3674-a91e-2972f55aed59" href="https://www.reuters.com/article/us-france-protests-poll/macrons-popularity-hits-new-low-amid-french-protests-poll-idUSKBN1O30MD"> 23% </a> , while Trump doubles that at about <a id="2efaeb3a-a86d-341a-ad61-e8d4aef37da2" href="https://thehill.com/homenews/administration/419470-president-trumps-approval-rating-improves-slightly-to-46-percent-poll"> 46% </a> .

Macron has positioned himself as the enemy of nationalist leaders rising around Europe, but leaders like Hungary's anti-refugee Viktor Orban and Italy's Matteo Salvini remain more popular than him in their respective countries.

While Trump has often clashed with European leaders over his unilateral decisions to withdraw from the Paris Agreement on climate change or the Iran deal in the name of American interests, Europe's unity and leadership has weakened terribly.

Macron's chief ally, German Chancellor Angela Merkel, also lost recent elections and will soon end her 13-year long reign.

In a speech to Europe's leadership in Brussels, Belgium, Trump's Secretary of State Mike Pompeo blasted multinational, multilateral institutions like the UN and the EU as ineffective, failing to address the concerns of the people.

Pompeo called on "noble nations" around the world to put their interests first and "reform or eliminate" multinational bodies that don't work as intended.

Pompeo pointed to China and Russia disregarding treaties and asserting their national wills as evidence that undemocratic countries were reaping the benefits of the liberal world order, while Europe failed to act.

On Twitter, <a id="a6a24c91-9d03-3352-a848-78426ba4a74a" href="https://twitter.com/realDonaldTrump/status/1070089365995642881"> Trump teased Macron </a> as having only now come around to the realization that imposing costs on workers to pay a grand vision of global change ultimately proved untenable.

While champions of morality in politics may have celebrated Macron's rebuke of Trump's "America First" policies, which are often seen as inhumane and turning away from the US's much-publicized values of compassion and openness, the massive mobilization of the Yellow Vests and the downfall of liberal leaders across Europe may give Trump the last laugh.

Trump gets the last laugh on Macron with Paris burning after his rebuke of 'America first'

President Donald Trump mocked former President Barack Obama as being weak on Russia and standing by while Moscow illegally annexed Crimea from Ukraine in 2014.

But Russia's navy recently locked Ukraine out of the Sea of Azov, which Kiev relies on to feed its valuable port cities in the country's east.

Trump's response so far looks every bit as weak.

Russian President Vladimir "Putin didn't respect President Obama," <a href="http://uk.businessinsider.com/trump-blames-obama-for-russias-annexation-of-crimea-2018-6?utm_source=intl&amp;utm_medium=ingest" id="23a34337-968a-35c0-a2bf-72f79535dc68"> Trump said in June </a> . "President Obama lost Crimea because President Putin didn't respect President Obama, didn't respect our country, and didn't respect Ukraine."

In 2014, Russian troops without official uniforms stormed into Crimea and eastern Ukraine, cut power, interfered with electronics and communications, spread fake news, and eventually established control of the strategic peninsula.

The US, under Obama, responded with sanctions, condemnation, and attempts to usher in diplomacy.

But none of that worked. Ukraine, which has dreamed of joining the West as a functioning democracy and even a prospective member of NATO, remains at war to this day with Russian soldiers whose existence Putin still denies.

Ukraine has now been at war for four years against the Russian separatist movement, which has cost it <a href="https://www.un.org/press/en/2018/sc13357.doc.htm" id="cc50f283-2f7a-3ed1-aecd-fda7f7b0a634"> 10,000 civilian lives </a> and left 1.6 million people in the country displaced.

Obama refused to provide lethal aide to Ukraine, a decision that Trump reversed and often touts as a demonstration of his harder line against Russia.

But on Sunday, Russia escalated the war by using its own, marked navy ships to fire on Ukraine's navy and shut down the entire Sea of Azov to any ship bound for, or coming from, Ukraine.

In doing this, Russia disregarded a 2003 bilateral treaty giving Ukraine and Russia exclusive rights to sail their ships in and out at will.

The fighting also saw <a href="https://www.businessinsider.com/photos-show-damaged-ukrainian-artillery-boat-that-russia-fired-upon?utm_source=intl&amp;utm_medium=ingest" id="15cb60f4-d65f-3d0a-a42c-de8cc01f2005"> six Ukrainian soldiers wounded </a> , and some detained and made to give <a href="https://www.businessinsider.com/ukraine-sailors-captured-during-crimea-clashes-made-bizarre-confessions-russia-tv-2018-11?utm_source=intl&amp;utm_medium=ingest" id="6d7782fe-9a3e-3676-a9ee-25c3a9551dba"> bizarre-looking confessions to Russian television </a> .

John Herbst, a former US ambassador to Ukraine, said that Russia sought to take control of the Sea of Azov to choke and destabilize Ukraine's east on a call with reporters organized by the Atlantic Council.

Ukraine's president has since called for NATO warships to enter the Sea of Azov. He's said that Putin intends to take over all of Ukraine as a colony.

Now Ukraine fears a full-scale war and invasion from Russia.

"[If I become president, Putin is] not going to go into Ukraine, all right? You can mark it down and you can put it down, you can take it anywhere you want."

<h1> How Trump's handling the Azov crisis </h1>

Essentially, Moscow used a military escalation to steal another chunk of Ukraine's sovereignty, building on their past annexation of Crimea, as they now control both sides of the pivotal Kerch Strait.

In response, Nikki Haley, the US ambassador to the UN, vocally condemned the move and called for action.

But no real action has come forth yet.

NATO hasn't responded to Ukraine's calls to send ships. Meanwhile, <a href="https://www.theguardian.com/world/2018/nov/29/russia-blocked-ukrainian-azov-sea-ports-minister" id="9c587ace-5e33-3a5a-a4dd-5ce9435c3c3e"> Russia has blocked Ukraine's two most important ports on the Azov </a> .

As the Azov is an inland sea, not international waters, and <a href="https://www.bbc.com/news/world-europe-46381166" id="3f2c11f1-8158-3b38-a982-04cb3a741652"> requires both Russian and Ukrainian approval </a> for foreign vessels to legally enter, NATO doesn't have a straightforward case for entering the sea.

A slew of treaties also keep the US from flooding Ukraine with weapons to fight back against Russia, but Russia has shown little regard for its own treaties in making the land and sea grabs.

Indeed the US and NATO would be in a better place to respond to the Sea of Azov crisis if they had met Russia's 2014 Crimea annexation with more resolve, but that still doesn't bode well for Trump's hypothesis that Putin respects him and not Obama.

But despite the respect and friendship Trump claims to have with Putin, Russia has effectively taken the Sea of Azov from Kiev's hands, and Trump looks nowhere close to action.

Trump's mockery of Obama for his response to Crimea backfires with a new Ukraine crisis

President Donald Trump and Russian President Vladimir Putin will meet one-on-one on the sidelines of the G20 summit in Buenos Aires, Argentina, on Saturday at 10 a.m. Eastern Time, according to the Kremlin.

Russian media reported that the leaders will discuss bilateral issues at a time when Moscow and Washington appear increasingly at odds over nuclear and military matters.

Though Trump and Putin have exchanged kind words in the past, the Trump administration has taken a hard line against Russia.

The US has long suspected Russia of violating a nuclear arms ban, which Trump threatened to withdraw from.

Over the weekend, <a id="e2d46326-9372-3476-a1f8-634532430901" href="https://www.businessinsider.com/photos-show-damaged-ukrainian-artillery-boat-that-russia-fired-upon?r=US&amp;IR=T?utm_source=intl&amp;utm_medium=ingest"> Russia's navy fired on Ukraine's navy </a> and seized their ships before blockading the Sea of Azov, a shared inland sea between the two countries.

The blockade has the effect of starving two valuable port cities in Ukraine, and Ukraine's president has called for NATO warships to break the blockade and said Putin has taken this course to take destabilize and take over his country.

Other live issues between the pair may include Russia's attempts to influence US elections, the war in Syria, oil production, and matters of nuclear cooperation or disarmament.
