The little girl had been reported missing by her family who were living at the same extended-stay motel in Taney County, Missouri.
Hundreds of locals had helped conduct a search for Jasmine before her body was found underneath Roberts' bed in his motel room.
Court records show police believe Roberts may have used snacks to entice Jasmine into his room before killing her.
Officers add that it appears Roberts acted alone.
It has also emerged Roberts was on bail for a theft at the time of the murder, the report added.
Jasmine Miller had recently enrolled at a primary school and had attended just five days before she was killed.
Principal Shelly Worley or Cedar Ridge Primary School said: "In that short time, she was described as a beautiful, loving and kind-hearted girl."
