Hayne, 28, was reportedly wanted by former club the Parramatta Eels and Australian rugby, with the latter having confirmed talks previously.
However, the code-hopper has opted to sign for the Titans, the club confirmed on Wednesday.
"He has agreed to join us for the next two years," Titans chief executive Graham Annesley said, confirming Hayne was also available for the rest of the season.
"The deal wasn't completed until close to 10 o'clock last night."
Hayne was a star with the Eels in the NRL, and for New South Wales and Australia, before switching codes, signing with the San Francisco 49ers in the NFL.
He then tried to make it to the Olympics with Fiji in the sevens, but failed in his bid.
The Titans are seventh in the NRL and take on the New Zealand Warriors in round 22 on Sunday.
