Chegin was the subject of an investigation that ran from July 2014 until February this year and found he had violated laws relating to enabling athletes to dope.
The Russian Anti-Doping Agency handed out a permanent suspension and confirmed on Friday it had been approved by the All-Russia Athletics Federation.
Chegin, who will not be able to participate in any capacity or competition, had already stepped down from his position last year.
Russia has faced substantial scrutiny over alleged doping and has a strong record in race walking at the Olympics, claiming medals at the last three Games.
