Following the world-record sale of Neymar to PSG Barcelona have been actively pursuing Coutinho as well as Borussia Dortmund's Ousmane Dembele.
Coutinho has handed in a transfer request and reports on Friday said a new offer of €125 million had been made for Coutinho, the third offer Barca have made so far.
Now Liverpool journalists have been briefed that this bid of €125m (£114m) has been rejected by Liverpool.
The club, and more publicly their manager Jurgen Klopp, have continued to insist that there is no chance that Coutinho will be sold this summer.
The player is currently not in the squad due to a back injury.
The offer would be a record-deal involving a Premier League club whether that be a purchase or sale, beating Paul Pogba's move to Manchester United and Gareth Bale leaving Tottenham Hotspur for Real Madrid.
It remains to be seen what happens now with Liverpool's position very clear.
The Brazilian scored 13 goals and registered seven assists in the Premier League last season.
