Gov’t to pay $279m or risk judgment debt

The Finder Newspaper says the Mahama-led administration awarded a contract to Messrs Santa Baron to purchase equipment and upgrade the security infrastructure for Ghana.

The Criminal Investigation Department (CID) of the Ghana Police Service is currently investigating a contract signed by the erstwhile Mahama-administration which may cause them to pay $279.4 million or face judgement debt.

According to The Finder Newspaper, the Mahama-led administration awarded a contract to Messrs Santa Baron to purchase equipment and upgrade the security infrastructure for Ghana.

In such contracts, it is expected that the National Security Coordinator will be informed as well.

However, the immediate-past National Security Coordinator, Yaw Donkor, said he was not aware of the said contract.

This raises questions about the contract since a contract meant to beef up the security infrastructure of Ghana would not be awarded without the knowledge of the then National Security Co-ordinator.

However, the contract was signed by the then former Deputy Minister of the Interior, James Agalga in August 2016 on behalf of the government of Ghana.

Agalga admitted signing the contract on behalf of the government and was certain that they did no wrong.

He explained that the intended infrastructure was meant to beef up counter-terrorism efforts of Ghana to protect Ghanaians since the threat of terrorism was real as witnessed in neighbouring countries.

He argued that the equipment was still needed today.

However, Agalga said he would not comment on the fact that the National Security Coordinator was not aware of the contract since the issue was under investigations.

Meanwhile, the contractor, Messrs Santa Baron, has allegedly told the government that it has already placed orders and the equipment are ready to be shipped to Ghana for the project.

The company has, therefore, threatened to go to court if the government fails to pay the money anytime soon.

The contractor will be seeking to secure judgement debt to offset its expenses on the contract.
