William Keh, an employee of the Electricity Company of Ghana (ECG) in Dambai, Krachi East Municipality, has allegedly defrauded 1,479 individuals of GH₵14,790 through a fake meter registration scheme.
In April 2024, Keh reportedly misled several Assembly members by falsely claiming to have secured meters for registration.
The Assembly members were instructed to compile lists of residents in need of meters, only to later discover that the meters did not exist.

A three-month investigation by the Ghana News Agency (GNA) revealed that Keh collaborated with six Assembly members from various electoral areas, Katanga East, Dormabin North, KpareKpare, Kwame-Akura West, Dambai Zongo, and Dambai Lakeside, to collect GH₵10 from each victim under the pretense of meter registration.
Unaware of the fraud, the Assembly members facilitated the process in their respective communities.
The investigation found that Keh collected payments during unofficial gatherings, including at funeral events.

Notably, he allegedly conducted transactions during the funeral of the late Krachi East Municipal Chief Executive, Bernard Aborkugya Mensah, rather than at the ECG office, raising suspicions about his motives.
A delegation led by Rockson Okru, Presiding Member of the Krachi East Municipal Assembly, confirmed with ECG management that the registration exercise was unauthorized.
During the probe, Keh admitted wrongdoing in a recorded conversation and sought a resolution.
However, he avoided scheduled meetings, including one at A.V. Pub, citing concerns about being seen by his church members.
A subsequent meeting at Oti Radio in Dambai saw Keh accepting responsibility and pleading for three months to refund the victims.

He also appealed to the GNA to withhold the story, fearing dismissal due to a prior misconduct case in Kpando, Volta Region.
Further investigations revealed that Keh had previously been suspended for three years in Kpando for similar offenses before being reinstated and transferred to Krachi East.
The ECG’s Dambai Municipal Manager, Madam Irene Odame, stated that the company had no official record of Keh’s scheme, leaving the delegation astonished.
