The 24-year-old drew first blood in the opening set, breaking for a 4-3 advantage, a lead she never relinquished.
Doi and Friedsam went toe-to-toe in the second set until the former reeled off four consecutive games as she moved 5-1 clear before closing out the match in one hour, 14 minutes.
"I'm so happy to win the first San Antonio Open," said Doi, who will move into the top 50 thanks to her victory.
"Today it was very, very difficult conditions - it was so windy. But I'm so happy."
