AP reports that Saudi-led warplanes bombed Shiite rebel positions setting off explosions and drawing return fire from anti-aircraft guns.
The 23 workers reportedly died inside the factory as officials say the strikes targeted Hodeida as the region is controlled by the Houthi rebels.
Reports say the factory, which makes dairy products, was under suspicion of being used as a rebel weapons cache, hence the attack on it.
The Saudi-led campaign against Yemen's Shiite rebels comes after the Yemeni president, Abd Rabbuh Mansur Hadi appealed to the GCC for military support against the Houthi rebels, the campaign enters its 7th day.
