Cuevas was victorious in Sao Paulo a year ago and, just a week after claiming the Rio Open crown, brushed aside Dusan Lajovic - who beat top seed Benoit Paire earlier in the tournament - 6-3 6-4 to move into another final.
One break was enough for the world number 27 to take the first set, and he followed that up with two breaks in the second to seal a comprehensive win.
Carreno-Busta also won comprehensively to reach his first Tour final, thrashing Inigo Cervantes 6-1 6-1.
Cuevas holds a 2-1 lead over world number 67Â Carreno-Busta from their previous three meetings.
